Ken Peterson, R-Billings as his attorney .The ethics complaint, filed against Molnar in June alleges Molnar accepted at least $2,000 in improper gifts from NorthWestern Energy and PPL Montana, which participate in cases before the PSC.The PSC regulates utilities in Montana. NorthWestern is the state's largest electric-and-gas utility; PPL is the state's largest producer of electric power. PPL is not regulated by the commission, but has testified on some cases before the commission.Molnar, who's running for re-election to a second term representing southeastern Montana, said the $1,000 from PPL, as well as $400 from Wal-Mart, were used to help pay for brochures to promote a one-day energy-conservation event last December. Northwestern Energy demanded a refund of its gifts to Molnar in March 2008. Yet, after refunding the money to just one of the corporate sponsors, Molnar proceeded to use the brochures while campaigning door-to-door after becoming a filed candidate for re-election and making his first couple of campaign expenditures.Tussing's campaign manager has alleged that Molnar used some of the "brownout" brochures as campaign material.
